Legal situation in Czechia

Czechia has an open licensing system for online gambling under Act No. 186/2016 Coll. on Gambling, in force since 1 January 2017. Internet versions of technical games (slots), live games such as roulette and card games, bingo, lotteries and odds betting may be offered with a basic licence (základní povolení) from the Ministry of Finance. Only the state or a legal entity with its seat in Czechia, another EU member state or an EEA state may apply. It must have a transparent ownership structure, a supervisory body and own resources of at least EUR 2 million, and it must be debt-free and of good repute.

Players must be at least 18, and operators must verify age and identity. Licensed operators must check every player against the Register of Excluded Persons (RVO) run by the Ministry of Finance and must not let a registered person open or use an account. People can ask to be entered voluntarily, and others are entered automatically, for example people declared insolvent, people under a gambling ban or protective treatment for addiction, and recipients of certain social benefits. Since the introduction of the consolidated social benefit, recipients of its living-costs component and the members of their household are entered automatically, and the exclusion applies to online betting and gaming as well as gaming halls and casinos.
