Ireland is replacing its older betting and gaming laws with the Gambling Regulation Act 2024, supervised by the Gambling Regulatory Authority of Ireland (GRAI), which was established on a statutory basis in March 2025. The Minister signed the commencement order for the authority's licensing functions on 4 February 2026, and the GRAI began accepting betting licence applications on 9 February 2026. Remote betting and betting intermediary licences commenced on 1 July 2026, and in-person betting licences are due to follow. According to the GRAI, applications for further licence types, including gaming, will open during 2027 and 2028.
Until gaming licences are available there is no Irish licence for online casino games. Operators licensed in other jurisdictions, such as Malta, continue to serve Irish players, and individual players are not penalised for using them. Online sports betting is different: since July 2026 remote betting operators serving Ireland need a GRAI licence. The minimum age for gambling is 18.
Players may use online casinos licensed in other jurisdictions; no Irish online casino licence exists yet, and none is expected before gaming licences open in 2027 or 2028.
Choose operators that hold a licence from a recognised European regulator and use their deposit limits and time-outs. Check the GRAI website for when gaming licences and the national exclusion register become available.
