Gambling in Côte d'Ivoire is governed by Law No. 2020-480 of 27 May 2020 on the legal regime of games of chance. The law covers online games as well as land-based ones. Article 8 grants to a single company with majority public capital the right to run lotteries, horse-race and sports betting (including bets on virtual events), casino games and slot machines offered through electronic channels, and online games. Article 9 makes this concession exclusive, and the concessionnaire is the state lottery, LONACI. Private operators can obtain only an authorisation for a land-based casino or slot-machine hall.
The law created the Autorité de Régulation des Jeux de Hasard (ARJH) as an independent authority, and its council was sworn in in June 2023. In December 2023 the government adopted a decree confirming that physical and online sports and horse-race betting are forbidden to any operator other than LONACI. So no private company can be licensed for online casino games. We found no evidence that LONACI runs an online casino product, which means there is in practice no legal online casino.
Online casino games are reserved to the state concessionnaire LONACI, so no private or foreign online casino is legal for players in Côte d'Ivoire.
Only LONACI's channels are authorised for online betting and lottery play. Self-exclusion and deposit limits are offered through the operator and linked to the Interior Ministry's banned-player files.
