Legal situation in the Philippines
The Philippines runs one of the few regulated domestic online gambling markets in Asia. The state-owned Philippine Amusement and Gaming Corporation (PAGCOR) acts both as gaming operator and as regulator, and it licenses electronic games, including online casino-style games, offered to players located in the country. Electronic games have become PAGCOR's largest revenue source: in the first half of 2025 they accounted for more than half of the country's gross gaming revenue. According to PAGCOR, only people aged 21 and over may play on licensed platforms.
Offshore gaming aimed at players abroad is now banned. The Anti-POGO Act of 2025 (Republic Act No. 12312), signed in October 2025, prohibits running or facilitating offshore gaming operations from the Philippines, removes PAGCOR's power to license them and sets prison terms of six to twelve years plus large fines. The ban targets services for players outside the country; it does not abolish PAGCOR's domestic online licensing.
Online casino play is legal for players aged 21 or over located in the Philippines on PAGCOR-licensed platforms.
Use only platforms licensed by PAGCOR and expect identity checks before you can deposit. Licensed platforms offer an online self-exclusion option if you need a break.
