Legal situation in Croatia
Croatia regulates gambling under the Games of Chance Act (Zakon o igrama na sreću). The right to organise games of chance belongs to the Republic of Croatia. It has passed the right to all games to the state-owned Hrvatska Lutrija, and other companies may organise casino, slot machine and betting games under a Government decision and Ministry of Finance approval. Online casino games and online betting are permitted for these approved operators. The 2025 amendment set the annual fee at 600,000 euros for online casino games and 400,000 euros for online betting. The Tax Administration lists twelve companies currently approved for online games.
Operators without Croatian approval may not offer games to players in Croatia. The Tax Administration issues orders banning further operation, and the listed web addresses are blocked within 15 days. Online operators must identify every player by personal identification number and use Tax Administration e-services to confirm that the player is an adult. Players under 18 are excluded.
Online casino play is legal only on the websites of operators approved by the Croatian Ministry of Finance, which the Tax Administration lists.
Check that the website appears on the Tax Administration's list of approved online organisers, which includes domains such as lutrija.hr. You can exclude yourself from all Croatian operators through the HZJZ Register of Excluded Players via e-Građani; the exclusion takes effect within 24 hours.
