Legal situation in El Salvador
Gambling in El Salvador is governed by the Organic Law of the National Charity Lottery, Legislative Decree No. 251 of 21 December 2021, published in the Diario Oficial on 22 December 2021, and by its implementing regulation, Executive Decree No. 16 of 29 June 2022. Article 7 of the law makes lottery, sports betting and online games an exclusive activity of the Lotería Nacional de Beneficencia (LNB), which may authorise third parties to run them as licensed game operators. The law defines online games as games of chance such as bingo, keno, slot machines and card games, so online casino play is covered by the LNB system rather than left in a grey zone.
Any operator must obtain an LNB operating licence before offering a game, and the law treats gaming activity carried out without that authorisation as illegal on the part of the provider. The LNB publishes a list of authorised brands on its website, and several of them run online casino or betting sites on Salvadoran .sv domains. Residents can therefore play online casino games and bet on sports legally, as long as they use one of those authorised operators.
Online casino play is legal for residents only with operators authorised by the LNB; sites without an LNB licence are illegal.
Check the LNB's list of authorised operators on lnb.gob.sv before opening an account, and confirm the brand appears there rather than relying on a foreign licence logo. Complaints about a licensed operator can be filed with the LNB.
