Legal situation in Italy

In Italy, gambling is an activity reserved to the state. Private companies may offer it only under a concession from the Customs and Monopolies Agency (ADM). Remote gaming, which covers online casino games, slots, poker, bingo and sports betting, was reorganised by Legislative Decree No. 41 of 25 March 2024. In the model laid down for the new concessions, each concession allows one website on a national domain, run directly by the concessionaire. A single corporate group may hold no more than five concessions, which last up to nine years without renewal. The new concessions took effect on 13 November 2025, when the previous generation expired. Trade press reports 52 concessions awarded to 46 operators.

Only ADM concessionaires may serve players in Italy, and minors must be excluded from play. Self-exclusion is handled centrally: an exclusion recorded in the national register applies across every licensed site. According to trade reports, players can choose fixed periods or an indefinite exclusion, and since 1 February 2026 they can also exclude themselves from individual product types only.

Online casino play is legal for players in Italy only on websites run by holders of an ADM remote gaming concession.
