Legal situation in Liberia
Gambling in Liberia is licensed and supervised by the National Lottery Authority (NLA), which operates under the National Lottery Authority Act of 2014. The NLA's online licensing portal lists licence types for online casino, sports betting, lottery, poker, bingo, fantasy sports and prediction markets, and states that online gambling is legal when it is operated under an NLA licence. It describes the online casino licence as covering virtual casino games for Liberian and international players, and it requires licensees to apply age verification, player protection measures and self-exclusion tools.
In March 2025 the NLA adopted a General Code of Practice under the 2014 Act. According to local press, it prohibits anyone under 18 from gambling, from entering premises with gambling machines and from registering on online betting platforms. In late 2025 the NLA also launched an international online gaming licence that an opinion by a Liberian law firm describes as usable worldwide wherever remote gaming is not expressly prohibited. That licence is aimed at global operators, and the regulator has not published how many of its holders actually serve players inside Liberia.
Online casino play is legal for players in Liberia with operators holding an NLA online casino licence.
Ask an operator for its NLA licence number and confirm it with the National Lottery Authority (admin@gaming.nla.gov.lr) or the licence search on its gaming portal. Under the NLA's 2025 Code of Practice nobody under 18 may register on a betting platform.
