Sweden has run a licensing system for gambling since 1 January 2019 under the Gambling Act (Spellag 2018:1138). A licence is required to offer gambling covered by the Act, and a licence for commercial online gambling may cover casino games, online bingo and computer-simulated slot games. Betting has its own licence type. Licences are issued and supervised by Spelinspektionen, the Swedish Gambling Authority, which publishes a directory of licence and permit holders.
The Act contains detailed player-protection duties. Licensable gambling may not be offered to anyone under 18, and the operator must be able to verify the player's age. A licensee may offer a bonus only the first time a player plays one of its games. Players can exclude themselves from all licensed gambling through the national self-exclusion register Spelpaus; an indefinite exclusion cannot be lifted until twelve months have passed. Gambling on credit offered by licensees is already prohibited, and a government bill (Prop. 2025/26:11) extended the ban to credit-financed stakes and credit card payments, with a proposed start date of 1 April 2026.
Online casino play is legal for players aged 18 or over at operators licensed by Spelinspektionen.
Check the operator in Spelinspektionen's licence directory before you play. Registering in Spelpaus excludes you from all licensed gambling in Sweden, and the Stödlinjen helpline offers free support.
