Legal situation in Venezuela
Gambling in Venezuela is split between several authorities. Casinos, bingo halls and slot machines fall under the Law for the Control of Casinos, Bingo Halls and Slot Machines of 1997 and are supervised by the National Commission of Casinos, Bingo Halls and Slot Machines (CNC). Lotteries, raffles and betting centres are overseen by the National Lottery Commission (CONALOT) together with the state charitable institutions that license them. Land-based casinos were ordered closed under President Hugo Chávez and, after roughly a decade, the government authorised 30 casinos to reopen in September 2021.
Online casino play is no longer a blank space. The CNC now publishes on its own website a list headed "Casinos y Bingos Online con Autorizaciones", which names 28 companies authorised to run online casino sites, each with a CNC authorisation number in the series CNC-OL-25 or CNC-OL-26, plus a small number of online bingo operators. Trade press reported the list in June 2026, and the CNC advised players to confirm that an operator appears in the official register before depositing. The CNC page does not cite the legal instrument behind these online authorisations, and no published regulation dedicated to online gaming could be located.
Online casino play is legal with the operators named on the CNC list of authorised online casinos (authorisation numbers CNC-OL-25-xxx and CNC-OL-26-xxx).
Before depositing, check that the site and the company behind it appear on the CNC page 'Casinos y Bingos Online con Autorizaciones' with a CNC-OL authorisation number. Sites missing from that list have no Venezuelan authorisation.
