Legal situation in Montenegro
Gambling in Montenegro is governed by a new Law on Games of Chance (Zakon o igrama na sreću), adopted by Parliament on 31 July 2025 and proclaimed by the President on 1 August 2025. It replaced the old concession system with licences and approvals issued by the Games of Chance Administration, which sits under the Ministry of Finance; casino licences are granted by the Government. Licences may only go to joint-stock or limited liability companies seated in Montenegro whose core business is gambling, and payments and payouts must be made in euros.
The law expressly covers games organised over the internet, where the player plays alone through the operator's system. According to a 2025 law-firm guide, an online licence can only be issued to a company that already holds a Montenegrin licence for a land-based game, each online operator may run only one website, and the licence covers betting, virtual casino games and slots. Poker is treated as a casino game played in casinos. Online operators must identify players under anti-money-laundering rules, and the Administration publishes a list of approved online organisers. Nobody under 18 may register or play.
Online casino-type games, slots and betting are legal for players in Montenegro only at operators on the Games of Chance Administration's list of approved online organisers.
Check that a site appears on the Games of Chance Administration's list of approved online organisers before you play. Self-exclusion and loss or stake limits can be requested from any licensed operator, and Savjetovalište Entera in Podgorica offers counselling for gambling problems.
