Legal situation in Panama
Gambling in Panama is a state activity under Decreto Ley No. 2 of 10 February 1998. The law gives the Junta de Control de Juegos (JCJ), a body attached to the Ministry of Economy and Finance, the power to control, supervise and regulate games of chance and betting, and lets the state run them directly or through private operators under contract. Land-based casinos, slot halls and sports betting agencies operate on that basis.
Internet gambling is governed by JCJ Resolución No. 11 of 6 March 2020, which replaced the 2002 rules on electronic gaming. It defines online gambling carried out in or from Panama as play by people located inside or outside the country, and it covers sports betting as well as online casino games such as poker, blackjack, roulette and slots. Operators sign an administration and operation contract with the JCJ, must use a .pa domain, display the JCJ responsible gaming logo and a complaints link to the regulator, and may only register players aged 18 or over. The rules also require deposit limits and self-exclusion tools on licensed platforms.
Online casino play is legal for players aged 18 and over on platforms operating under a JCJ internet gaming contract.
Check that a site uses a .pa domain and shows the JCJ responsible gaming logo and complaints link, and confirm any licence claim directly with the Junta de Control de Juegos. Licensed platforms must offer deposit limits and self-exclusion.
