Legal situation in Colombia
In Colombia, games of chance are a state revenue monopoly under Law 643 of 2001. Coljuegos, the state company that administers the monopoly for national games, authorises private operators through concession contracts. Article 38 of Law 643, as amended by article 93 of Law 1753 of 2015, classifies all games operated over the internet as 'novel games', which brought online casino games, slots, poker and sports betting into the monopoly. Coljuegos Agreement 4 of 2016 sets the detailed rules: only companies that have signed a concession contract may offer online games, they must run their site on a .co domain, accept only adult players, return at least 83% to players and pay the monopoly a 15% share of gross revenue minus prizes paid.
The same article 38 allows the monopoly administrators, supervisory and police authorities to monitor channels, financial institutions and websites and to order the corresponding alerts and blocks. Coljuegos uses this power to have unauthorised gambling websites blocked and runs a public line for reporting illegal gambling. Offshore operators without a Coljuegos contract may not lawfully serve Colombian players.
Online casino play is legal for adults in Colombia on sites of operators that hold a Coljuegos concession contract.
Before opening an account, check that the operator is authorised by Coljuegos and uses a .co domain, and report illegal sites on 01 8000 18 04 17. Coljuegos' Toma el control site offers information on responsible play and help.
